公共卫生是关系到一国或一个地区人民大众健康的公共事业。当今世界,多重因素作用下国际公共卫生安全形势日趋复杂严峻,公共卫生已不仅是本国内部事务,而是各国之间必须共同面对的巨大挑战。公共卫生安全是人类面临的共同挑战,需要各国携手应对。近年来,全球公共卫生治理已成为二十国集团的重要议题,各国越来越重视公共卫生安全能力的建设,逐渐在全球公共卫生安全的保障中发挥作用。研究结果表明,没有任何一个国家做好了应对全球卫生安全危机的准备;G20国家整体在“监测”和“风险”指标上表现良好,而“响应”类普遍薄弱;欧美国家公共卫生安全能力较强,但仍存在短板;发展中国家公共卫生安全能力蕴含可观潜力。基于此,各国要加强本国公共卫生安全能力的建设,做好危机应对;G20国家要加快推动各国与国际组织之间以及各国之间的公共卫生安全保障合作,各成员国也要积极配合;中国作为新兴的发展中国家,在应对公共卫生危机时要发挥自己的优势及作用;GHSI不具有普遍性,需进行完善。
<<Public health is a public service that concerns the public health of people in a country or region. In today’s world,the international public health security situation is becoming increasingly complex and severe under the influence of multiple factors. Public health is not only a domestic affair,but also a huge challenge that countries must face together. Public health security is a common challenge facing mankind and requires all countries to work together to address it. In recent years,global public health governance has become an important topic of the G20. Countries increasingly attach importance to the building of public health security capacity and gradually play a role in ensuring global public health security. The results show that no country is ready to deal with the global health security crisis;G20 countries generally perform well in “monitoring” and “risk” indicators,while “response” indicators are generally weak;European and American countries have strong public health security capabilities,but there are still shortcomings;The public health security capacity of developing countries contains considerable potential. Based on this,countries should strengthen the construction of their own public health security capacity and do a good job in crisis response;G20 countries should accelerate public health security cooperation between countries and international organizations as well as between countries,and all member countries should also actively cooperate;As an emerging developing country,China should play its own advantages and role in dealing with public health crisis;GHSI indicators are not universal and need to be improved.
