“绿水青山就是金山银山”理念不仅是湖州生态文明建设的根本遵循,也贯穿于全民全程健康促进的具体实践。以人为本、文明绿色、预防为先、改革赋能是湖州市近年来,特别是“十三五”时期以来践行“一切为了人民健康”价值导向的缩影。在疫情防控常态化背景下,湖州坚持以“两山”理念为指引,以打造健康中国先行示范区为目标,不断推动健康中国战略落地落实,形成了一系列有效的措施,取得了阶段性成效。健康湖州建设的主要做法是:以人为本,把维护人民健康权益摆在突出位置;文明绿色,把筑牢健康四大基石嵌入工作日常;预防为先,把构建健康安全屏障列入基础重点;改革赋能,把积蓄健康内生力作为必抓事项。目前存在的主要问题有,健康融入所有政策还不充分,健康素养水平提升还不均衡,绿色宜居环境打造还不够,健康支持设施覆盖还不够。基于此,接下来应进一步丰富健康细胞“点”的配置,进一步强化部门健康“线”的牵引,进一步做优区县特色“面”的统筹,进一步突出健康行动“柱”的支撑。
<<The concept of “green water and green mountains are golden mountains and silver mountains” is not only the fundamental principle of Huzhou’s ecological civilization construction,but also runs through the specific practice of the whole process health promotion of the whole people. People oriented,civilized and green,prevention first,and reform enabling are the epitome of Huzhou’s value orientation of “everything for people’s health” in recent years,especially since the 13th Five Year Plan. Under the background of the normalization of epidemic prevention and control,Huzhou,guided by the concept of “two mountains” and aimed to build a pilot demonstration area for a healthy China,constantly promoted the implementation of the strategy of a healthy China,and formed some effective measures and phased achievements. The main methods for the construction of a healthy Huzhou are:people-oriented,putting the protection of people’s health rights and interests in a prominent position;Civilization and green,embedding the four cornerstones of health into daily work;Put prevention first,and put the construction of health and safety barriers into the basic focus;Reform and empowerment,and take the accumulation of healthy endogenous force as a must. At present,the main problems are that the integration of health into all policies is not sufficient,the improvement of health literacy is not balanced,the creation of green and livable environment is not enough,and the coverage of health support facilities is not enough. Based on this,we should further enrich the allocation of “points” of healthy cells,further strengthen the traction of “lines” of department health,further optimize the overall planning of “areas” with district and county characteristics,and further highlight the support of “pillars” of health action.
