健康素养是健康的重要决定因素,是经济社会发展水平的综合评价指标。提高全民健康素养是提升全民健康水平最根本、最经济、最有效的措施之一,“居民健康素养水平”成为《“健康中国2030”规划纲要》《健康中国行动(2019—2030年)》的成效评价指标。我国从2012年开展了全国居民健康素养监测工作,截至2021年底,连续完成10年的监测任务。监测结果显示,我国城乡居民健康素养水平呈现稳步提升态势,从2012年的8。80%提升至2021年的25。40%,但仍有较大提升空间,同时存在城乡、地区及人群间的不平衡。认真贯彻落实党中央决策部署,扎实推进健康中国建设,从政府、社会、个人三方发力,大力开展健康促进与健康教育,大力推进将健康融入所有政策、积极开展健康促进场所建设、广泛开展健康知识普及、做好健康素养促进重大项目、加强适宜技术研究与总结、强化健康教育专业体系建设和能力建设等,是提升公众健康素养的有效策略和措施。
<<Health literacy is a critical determinant factor of health and a comprehensive evaluation index of economic and social development level. Improving the health literacy of the whole people is one of the most fundamental,economical and effective measures to improve the health level of the whole people. What’s more,“residents’ health literacy level” has become the effectiveness evaluation index of Outline of “Healthy China 2030” Plan and Healthy China Action (2019-2030). Since 2012,the national residents’ health literacy monitoring has been carried out. By the end of 2021,the monitoring task has been completed for 10 consecutive years. The monitoring results show that the health literacy level of urban and rural residents in China is steadily improving,from 8.80% in 2012 to 25.40% in 2021. However,there is still a large room for improvement,and there is also an imbalance between urban and rural areas,regions and populations. The effective strategies and measures to improve the health literacy of the public include conscientiously implementing the decisions and deployment of the Central Committee of the Communist Party of China,solidly promoting the construction of a healthy China,vigorously carrying out health promotion and health education from the three parties of government,society and individuals,vigorously promoting the integration of health into all policies,actively conducting the construction of healthy areas and places,widely implementing the popularization of health knowledge,doing a good job in major projects of health literacy promotion,enhancing the research and summary of appropriate technologies,strengthening the construction of professional system and capacity for health education,etc.
