健康城市建设是落实健康中国战略、推进健康中国行动的重要抓手和有效途径。2020年全国健康城市评价结果显示,参评城市有27项评价指标高于同期或近期全国水平,有26项评价指标已经超过国家2020年目标值,参评城市的健康城市综合指数得分稳步上升,达到中等偏上水平城市的比例从6%提升到23%,中等水平城市的比例从61%提升到71%。总体而言,参评城市健康城市建设取得明显进展和成效,但全国工作发展不平衡且存在一些薄弱环节。当前,各地应切实把健康城市建设作为推进健康中国建设的抓手,坚持健康促进和预防为主策略,建立健全政府主导、多部门协作、全社会参与的工作机制,从治理健康影响因素入手,推动将健康融入所有政策,全面提升健康治理水平。相关部门和专业机构应加强对健康城市建设的研究,特别是针对重点健康问题应对、群众动员和参与、健康城市建设效果评价等方面。
<<Healthy city construction is an important and effective way to implement the healthy China strategy and promote the healthy China action. The results of the 2020 National Healthy City Assessment show that 27 of the 31 comparable indicators of the participating cities are higher than the national level in the same period or in the near future;Of the 32 indicators comparable to the national target value,26 have exceeded the national target value for 2020. The results of the comprehensive index of healthy cities show that the overall level of the cities participating in the evaluation is at the middle level,and 71 cities have reached the upper middle level. In general,the construction of healthy cities in the cities under evaluation has made remarkable progress and achievements,but the national work is uneven and there are some weak links. At present,all localities should take the construction of healthy cities as the starting point to promote the construction of a healthy China,adhere to the health promotion and prevention oriented strategy,establish and improve the government led,multi sectoral cooperation,and the whole society participation working mechanism,start from the governance of health influencing factors,promote the integration of health into all policies,and comprehensively improve the level of health governance. Relevant departments and professional institutions should strengthen the research on healthy city construction,especially in response to key health problems,mass mobilization and participation,and evaluation of the effect of healthy city construction.
