“十四五”时期是加快构建新型电力系统,推动实现“碳达峰、碳中和”的关键时期。新型储能作为支撑新型电力系统的重要技术和基础装备,可以发挥“电力仓库”作用,实现电能的生产和消费在时间上、空间上的分割,为系统运行提供调峰、调频、备用和黑启动等多种服务,是提升电力系统安全性、灵活性、经济性的重要手段,对于保障电力可靠供应、推动能源绿色转型、构建现代能源体系具有重要意义。本文系统梳理了新型储能发展的政策要求,针对河南电力系统调峰能力不足、电力安全保障压力大等问题,测算了全省新型储能整体规模需求,研究了储能配置策略和布局方案,提出了促进新型储能发展的对策建议。
<<The “14th Five-Year Plan” period is the key period to accelerate the construction of new power system and promote the realization of “carbon peak and carbon neutral”. As an important technology and basic equipment to support the new power system,new energy storage can play the role of “electrical power warehouse”,realize the division of power production and consumption in time and space,and provide a variety of services for system operation such as peak regulation,frequency regulation,standby and black start,which is an important means to enhance the safety,flexibility and economy of power system. It is an important means to enhance the security,flexibility and economy of power system,which is of great significance to ensure reliable power supply,promote green energy transformation and build modern energy system. This paper systematically compares the policy requirements for the development of new energy storage,addresses the problems of insufficient peaking capacity of Henan’s power system and high pressure on power security,calculates the overall scale demand for new energy storage in the province,studies the energy storage configuration strategy and layout plan,and puts forward countermeasures and suggestions to promote the development of new energy storage.
