    河南省煤炭煤电供需预警研究与建议

    摘要

    能源安全是国家安全的重要组成部分,煤炭煤电供应安全是保障能源安全的“压舱石”和“稳定器”。本文针对近年来国际能源格局加速调整、新型电力系统加快建设、能源电力供需趋紧的新形势,研究构建了河南省煤炭煤电供需保障预警体系。该预警体系紧抓“煤炭供需—煤电经营—电煤库存”一个链条,关注煤炭煤电、年内短期两个重点,构建一级预警指数、二级预警指数两个层级,实现了分时间尺度的预警,能够为电力运行计划制订、安全保供谋划争取时间、提供参考。基于预警指数体系,分析了当前能源电力供需特点,并着眼提升能源电力安全保供能力提出了有关对策建议。

    Abstract

    Energy security is an important part of national security,and the security of coal,coal and electricity supply is the “ballast” and “stabilizer” to guarantee energy security. In this paper,in view of the new situation of accelerated adjustment of international energy pattern,accelerated construction of new power system,and increasingly tight supply and demand of energy and power in recent years,the early warning system of coal,coal and power supply and demand guarantee in Henan Province is studied and constructed around the theme of advance warning. The early warning system focuses on the chain of “coal supply and demand - coal and electricity operation - coal inventory”,focuses on coal,coal and electricity,and two key points in the short term during the year,and builds two levels of primary and secondary warning indices to achieve advance warning on a time-scale,which can be used for The system is designed to provide time and reference for the development of power operation plans and the planning of security and supply. Based on the early warning index system,the current characteristics of energy and electricity supply and demand are analysed,and countermeasures and suggestions are put forward with a view to enhancing the ability of energy and electricity to ensure safety and supply.
