心理热线是危机干预工作的重要组成部分,因其具有即时、匿名、便利等特点,在心理危机干预中占有主要位置。我国心理援助热线在2008年得到国家卫生健康委疾控局的重视,开始推动各地建设心理援助热线并规范发展,主要模式是试点先行,摸索经验,逐步推进。2020年出现建热线的高潮。同时,如何布局心理援助热线建设、如何规范管理热线、如何推动热线规范化服务、如何做好平战结合、如何储备心理援助队伍、如何使心理援助热线长足发展等成为关键问题。以北京市心理援助热线发展为例,影响热线服务的三大要素分别是服务能力、管理能力和经费保障。北京市需要进一步搭建心理援助热线网络,建立科学统一的管理模式,加强热线服务能力,加强信息化系统及平台建设,做好宣传推广工作,并成立专家委员会。
<<Psychological hotline is an important part of crisis intervention. Because of its timeliness,anonymity and convenience,it plays a major role in psychological crisis intervention. In 2008,the National Health Bureau for Disease Control and Prevention attached importance to the psychological assistance hotline in China,and began to promote the construction and standardized development of psychological assistance hotline in various regions. The main task is to pilot first,explore experience,and gradually promote. It will play an important role in psychological assistance in the prevention and control of novel coronavirus epidemic in 2020,with the climax of building a hotline. At the same time,it is also necessary to solve the key problems such as how to arrange the construction of psychological assistance hotline,how to standardize the management hotline,how to promote standardized services,how to do a good job in peacetime and wartime,how to reserve psychological assistance teams,and how to make the psychological assistance hotline develop rapidly. Taking the development of Beijing psychological assistance hotline as an example,the three major factors that affect the hotline service are service ability,management ability and financial support. In the future,it is necessary to further build a Beijing psychological assistance hotline network,establish a scientific and unified management model,strengthen the hotline service capacity,strengthen the construction of information systems and platforms,do a good job in publicity and promotion,and establish an expert committee.
