“Internet plus Catering” is a new type of business emerging in recent years. While bringing convenience to the vast number of consumers，the food safety incidents of online catering constantly exposed the food safety risks and new governance topics in this industry. At present，the domestic food safety supervision on online ordering is quite weak both in theory and practice. The problems in the food safety supervision of online ordering in Beijing are as follows：First，the multi-dimensional information asymmetry is the key to the food safety problem of online ordering. Second，the instability and high risk of online meal ordering industry are also difficult problems for supervision. Third，the traditional governance model is difficult to adapt to the development situation of the industry. Therefore，in order to strengthen the governance of online meal ordering，it is necessary to establish the concept of agile governance，establish clear governance goals，strengthen the support of laws and systems for governance，seek dynamic and sustainable optimization of governance programs，strengthen the application of high-tech information technology，analyze its underlying reasons，and try to explore an agile governance model that can adapt to the era background of rapid development of information technology and respond to dynamic，complex and diverse social needs.
