人才是第一资源,是推动数字乡村建设的重要力量。近年来,北京市积极出台各项政策,引领数字乡村人才队伍建设,各区县的数字乡村及乡村人才队伍建设已取得一定的成效,但也遇到诸多问题,如数字乡村发展所需的人才总量不足、提升数字素养的培训不足、用好人才的激励措施不足等。与此同时,北京市数字乡村人才队伍建设也面临着城乡人口比过高、老龄化严重、科技人才流失等挑战。因此,本文在分析政策要求和实践需要的基础上,从人才引、育、留、用的角度,提出做好顶层设计,重点引育急需紧缺人才,引进各类人才,建设产业创新人才高地,丰富培训方式,创新数字人才培养体系,完善配套体系,打造生态良好的人才栖息地等对策建议,以期促进北京市数字乡村人才队伍建设,并为北京市加快建设高水平人才高地做出积极贡献。
<<Talent is the primary resource and an important force to promote the process of digital countryside. In recent years,Beijing has introduced various policies to lead talent team construction for rural revitalization,and has achieved certain results. But the polices can’t match the needs of digital countryside,there are also many problems,such as the shortage of talents needed for digital countryside,the lack of training to improve digital literacy,and the inadequacy of incentive measures to make good use of talents. At the same time,the talent team construction for digital countryside in Beijing is also facing challenges,such as the high urban-rural population ratio,the excessive aging rate,and the outflow of scientific and technological talents. Therefore,this paper puts forward some suggestions from the perspective of talent introduction,cultivation,retention and use. For example,focusing on the talents in key areas,introducing scientific and technological talents,rural governance talents and skilled person to build a highland of talents,taking full advantages of other provinces,universities and industrial parks to innovate methods of cultivation,improving the measures of social security and talent evaluation to provide services for talents.
