科技是第一生产力,人才是第一资源,创新是第一动力。大力推进国际科技创新中心建设是北京市“十四五”时期重要的战略任务,而高水平科技人才队伍建设是实现这一目标的关键支撑。本文梳理了北京市科技人才队伍建设的阶段性成果、现存问题。在此基础上,从思想引领、战略定位和精准施策三个层面提出了相应对策建议,包括坚持党管人才,强化政治思想引领,确保人才工作方向,统筹人才政策制定;协同“两区”,契合国际科技创新中心建设战略,实现政策叠加效应;有的放矢,考虑人的“三重属性”,提升政策精准有效性。
<<We must regard science and technology as our primary productive force,talent as our primary resource,and innovation as our primary driver of growth. It is a vital strategic task during the “14th Five-Year Plan” period of Beijing to vigorously promote the construction of international center for technology and innovation,while building a high-level sci-tech talents team is the key support to achieve this goal. This paper reviews the phased achievements and existing problems of the construction of sci-tech talents team in Beijing. On this basis,the corresponding countermeasures of sci-tech talents team construction are proposed from three levels:ideological guidance,strategic positioning and precise policy implementation,including uphold the Party Managing Talents Principle to ensure the direction of talent management work,and innovate talents management mechanism;combine the talent management work with the construction framework of the two zones,and formulate corresponding policies around the construction strategy of the international center for technology and innovation,and realize the superposing-coupling effect of the policies;consider the triple natures of people and improve the accuracy and effectiveness of policies.
