This report analyzes the current status of high-level talent in Beijing’s educational system. It is believed that creativity in science and technology，the size and international competitiveness of the high-caliber talent in the educational system need to be improved，and the assessment and evaluation mechanism is not sound enough. The report also puts forward policy recommendations as follows：deepen the reform of the enrollment system and educational methods of colleges and universities and the reform in training highly-skilled talent at vocational schools；expand the approval review and enrollment power for newly added doctorate and master’s degrees；increase the number of national-level talent programs applied by municipal-level colleges and universities，create good conditions for attracting overseas high-caliber talent，and support further opening-up and reform of education in Beijing，etc.
