“十四五”时期是我国集成电路产业发展的关键时期,为缓解中国“卡脖子”关键核心技术攻关人才供需矛盾,掌握全球集成电路产业人才发展现状,摸清高水平人才分布情况,本文根据全球集成电路产业发展历史和当前集成电路产业市场份额,选取美国、欧洲、日本、韩国、中国大陆和中国台湾地区为研究对象,利用大数据统计分析方法,分析集成电路产业人才在这些国家和地区的分布情况。研究发现,高水平人才大多分布在美欧地区;美欧日资深人才储备更足,中国人才处于成长期;集成电路产业人才培养具有较强本土属性,美欧集成电路产业“产学研”融合较好。推动我国集成电路产业人才发展,要加快引进全球顶尖人才,促进集成电路学科专业建设,坚持“产学研”深度融合,加强人才国际交流合作,完善多方资本投入。
<<The 14th Five-Year Plan period is an important period for the development of Chinese integrated circuit (IC) industry. In order to alleviate the contradiction between talent supply and demand in “stuck neck” key core technology of China,to master the global IC industry talent development status,to find out the distribution of high-level talent,this study selected the United States,Europe,Japan,South Korea,Chinese Mainland and Chinese Taiwan based on the development history of global IC industry and the current market share of IC industry,and analyzed the distribution of talents in IC industry in 6 countries and regions using big data statistical analysis method. This study found that,most high-level talents are in the US and Europe;the US,Europe and Japan have more senior talents,while Chinese talents are in the growth stage;talents training in IC industry has strong local attributes;the “industry-education-research” integration in the US and Europe is better. This study put forward following suggestions on talent development of China’s IC industry:accelerating the introduction of global top talents,promoting the construction of IC Discipline,insisting on the deep integration of “industry-education-research”,strengthening talent international exchange and cooperation,improving multi-party capital investment.
