This paper first analyzes the current situation of the development of hard-core technology enterprises in Pudong and，importantly，analyzes the characteristics and trends of the development. Then，from the perspectives of incubation source，incubation，and incubation effectiveness，this paper analyzes the shortcomings and shortcomings of hard-core technology enterprises in Pudong. Through the research and analysis of Pudong hard-core technology enterprises and incubation carriers，the current development trend of Pudong hard-core technology enterprises and the ability level and effectiveness of serving hard-core technology enterprises are clarified. In this way，this paper provides an essential basis for the development model of Pudong enterprises to change from scale growth to connotation improvement and quality improvement. It provides suggestions for improving the primary environment for incubation and cultivation in Pudong. In the future，it is necessary further to optimize the innovation power of the entire Pudong region to build a resource interaction platform. By improving the level of professional services，it can create a good development path for the growth of hardcore technology enterprises.
