However，there are still some problems in Pudong such the lower influence of the global resource allocation in terms of the ability to gather and radiate high-end global elements，the weaker ability to build and control the global value chain，and the lower leadership of independent innovation and the lack of rules-making initiative of global resource allocation and governance. The next step is to actively innovate ideas and create a strategic link of domestic and international dual circulation，implement domestic and foreign opening-up to the highest level，improve the control of the global value chain，build the advantages of the global value and innovation chain，enhance the global leadership of independent innovation，promote system integration reform，and enhance the global influence of “Pudong governance”.
