The reform of sports management system is the key issue of China’s sports reform while the decoupling of national individual sports associations is the important breakthrough. In the process of decoupling reform，the relationship and function definitions between the sports management center and the national individual sports association have always been the focus of attention. Under the background of the management system’s reform of public institutions and industry associations’ decoupling，this report systematically combs the reform status of sports management centers and individual sports associations based on the results of research，interviews and the collation of sports management center’s annual report text. At present，the decoupling reform of national individual sports associations can be divided into two types：post-decoupling and pre-decoupling. Some of the pre-decoupling individual sports associations have completed the reform，while others have not. According to the corresponding relationship between centers and associations，this report defines eight types of relationship between sports management centers and national individual sports associations at this stage. The analysis found that due to the different development levels of sports，the decoupling process of individual sports associations is different. The reform is a systematic and complex process which cannot be simply generalized，thus this report puts forward ideas and suggestions for the classification reform for different types of individual sports associations.
