“Smart City” is a new stage of China’s urbanization into the digital era embracing digital technology，and “Smart Rule of Law” is a modern concept introduced with the development of science and technology. As a special economic zone，Shenzhen needs to improve its institutional system and integrate smart city reform into the rule of law to promote smart city reform further. At the same time，Shenzhen is also actively improving the smart rule of law in law enforcement，justice，and even legal services. We have achieved the stage of “the smart rule of law” construction and reform. Shenzhen has achieved remarkable results in the construction of the smart city. Still，it has not effectively established a city-wide integrated planning，construction，and operation management mechanism，the urgent need to improve the system of the smart city through the form of special legislation to strengthen planning and management coordination and departmental coordination，for the development of Shenzhen city，for the construction of the smart rule of law to provide a solid guarantee of the rule of law. The current problems of the construction of the rule of law in Shenzhen are mainly reflected in the following：first，the level of intelligent construction varies and needs a unified standard；second，the level of application of intelligent technology still needs to be higher. To solve these problems，it is necessary to improve the legal system support further，improve the substantive application of science and technology in the construction of the smart rule of law，unify science and technology with law，and achieve the goal of compatibility of the smart rule of law to promote the modernization of social governance in Shenzhen.
