The smart city originated in the United States and has gone through four development stages in China，intending to build a new type of smart city to advance continuously. Shenzhen，one of the first pilot cities of new smart city construction in China，has been at the forefront of smart city development and online government service capability after years of exploration and practice. Shenzhen is currently attempting to build a new international smart city benchmark and “digital China” city model，as well as a global digital pioneer city. As a result，Shenzhen is moderately ahead of deploying smart city infrastructure，constructing a “digital twin city，” and comprehensive promotion of livelihoods. To this end，Shenzhen is deploying smart city infrastructure，constructing a “digital twin city，” comprehensively promoting the wisdom of people’s livelihoods，speeding up the “one network” of urban governance，accelerating the development of the digital economy，continuously enhancing the network security capabilities，and optimizing policies and measures to protect the city by strengthening the organizational leadership of smart city construction，implementing financial and social policies，and promoting the wisdom of people’s livelihoods.
