The uncertainty and instability of global industrial chains have increasing in recent years. To maintain the stability and security of global industrial chains with facing the situation，China should gain the initiative to enhance the scientific and technological innovation capacity and construction of application scenarios of innovative productions and anti-extreme-risk capacity of key industrial chains so that industrial chains development is based on the own capacity of China；China should maintain the public goods property of global industrial，and gain the initiative to enhance the cooperation with Japan，the Republic of Korea and European Union for expanding the space of global industrial chains，to enhance the strategical cooperation among countries along the Belt and Road Initiative for the overall improvement of autonomous capacity.
