Cardiac arrest is one of the most critical situations in the field of public health and clinical medicine. Failure to receive timely and effective treatment often leads to immediate death of patients,namely sudden cardiac death. Early electrical defibrillation with an automated external defibrillator is the key to saving patients’ lives. In order to shorten the time for patients to receive electric shocks as much as possible,foreign countries have been promoting public defibrillation plans for many years,placing AEDs in specific locations where people gather to facilitate defibrillation in the first place. The United Nations’ 2030 Agenda for Sustainable Development proposes 17 sustainable development goals and mobilizes global forces to achieve a series of common goals. The implementation of public defibrillation programmes is critical to achieving the goals of good health and well-being in sustainable development,decent work and economic growth,and sustainable cities and communities. This paper analyzes several key issues in the advancement of the PAD plan,namely “available,able to use,easy to use,and dare to use”,and introduces some typical cases of PAD plans at home and abroad,such as the “Dandelion Plan” of Philips. Promoting the progress of the PAD plan can effectively reduce the incidence of sudden cardiac death and provide a higher guarantee for the safety of public life;it can also enhance the safety of employees in the workplace,which is conducive to creating a safe and decent working environment;The safety of public spaces promotes the building of sustainable cities and communities,thereby contributing to the achievement of the United Nations Sustainable Development Goals.
