The “Desertec Industrial Initiative，Dii” has important enlightenment significance in promoting the large-scale utilization of solar energy resources and cross-intercontinental clean power transmission，and has accumulated valuable experience in the development of multinational large-scale energy projects. This article introduces and analyzes the main situation，value and enlightenment of the desert solar energy program in China. Qinghai and Tibet in western China are rich in solar energy resources and have the conditions for large-scale development of “photovoltaic + solar thermal” clean energy bases. With the rapid development of clean energy development，solar energy development in Qinghai and Tibet will usher in new opportunities. Under the background of China’s clean energy transformation and in-depth promotion of the “Belt and Road” Eurasian land route，this paper evaluates the resource situation and technology development potential，puts forward a preliminary development and delivery plan，and makes a comprehensive benefit calculation of solar energy development in Qinghai and Tibet，and finally puts forward a proposal to start the large-scale development of solar energy in Qinghai-Tibet region of China，and analyzes the feasibility plan and great significance of the project.
