平安是极重要的民生,筑牢平安中国建设的社会治理防线意义重大。课题组运用网络检索、问卷调查和个人访谈等方式,设计党委领导治理,政府主导治理,人民团体、社会组织、企事业单位参与社会治理和人民群众参与4个二级指标共12个三级指标来评估京津冀社会治理效果。结果显示,2022年4个二级指标得分分别是100分、100分、81。50分、77。52分,总体得分为89。56分,处于“优秀”等级。评估结果同时显示,京津冀社会治理存在主体困境及选择性参与、协同效应不强等问题,需要从以下三方面加以解决:一是政府要做好服务协调工作,进一步激发主体活力;二是要融合组织式和自发式志愿服务模式,进一步拓宽人民群众参与治理的途径;三是要在共建共治共享上下功夫,进一步提升京津冀社会治理协同效应。
<<Safe is of great importance to the people’s livelihood,and it is of great significance to build a strong defense line of social governance in the construction of Safe China. The research team used network retrieval,questionnaires and personal interviews,by setting up the party committee and the government leading governance,people’s organizations,social organizations,enterprises and institutions involved in social governance and the capital mass prevention and treatment 4 secondary indicators and 12 tertiary indicators to measure the effectiveness of social governance in Beijing-Tianjin-Hebei. The results show four secondary indicators scored 100,100,81.50 and 77.52,with an overall score of 89.56,which is at the “excellent level”. However,It also can be seen that some problems existed. There are problems in social governance in the Beijing-Tianjin-Hebei region,such as the dilemma of subjects,selective participation and weak synergy,which need to be solved from the following three aspects. First,the government should do a good job in service coordination and further stimulate the vitality of the main body. Second,it is necessary to integrate organizational and spontaneous volunteer service models to further broaden the ways for people to participate in governance. The third is to make efforts to co-construction,co-governance and co-sharing to further enhance the synergy of social governance in the Beijing-Tianjin-Hebei region.
