    2022年当前我国绿色低碳技术发展面临的主要瓶颈与政策建议

    摘要

    实现碳达峰、碳中和目标对绿色低碳技术发展提出一系列新要求,涉及相对成熟技术的大规模高比例应用、示范技术产业化,以及前沿技术的研发储备三个方面。我国绿色低碳技术发展已经取得了一系列成就,但在新形势下仍面临种种挑战,相对成熟技术的推广应用受到产业链供应链协同保障能力的制约,示范技术产业化仍需加强体制机制保障,重大战略技术的研发储备需要进一步构建创新体系。因此需加强统筹以打通相对成熟技术的高比例应用堵点,完善机制以促进示范技术转向产业化应用,大力推动新技术工程示范引领,加大重大战略技术研发投入力度,完善技术各阶段支持保障政策。

    Abstract

    Achieving the carbon peaking and carbon neutrality goals puts forward a series of new requirements for the development of green and low-carbon technologies,including the large-scale and high-proportion application of relatively mature technologies,the transformation of demonstration technologies to industrialization,as well as R&D and strategic reserve of cutting-edge technologies. A series of achievements have been made in the development of green and low-carbon technologies in China,but there are various challenges under the new situation:the promotion and application of relatively mature technologies are restricted by the collaborative guarantee capacity of the industrial chain and supply chain;the transformation of engineering demonstration technologies to industrialization still needs a strengthen system mechanism as a guarantee;R&D and reserve of major strategic technologies need to be supported by an further improved innovation system. Therefore,it is necessary to systemically break through the plugging points of relatively mature technologies towards a high proportion of applications,improve the mechanism to promote the transformation of demonstration technologies to industrial application,vigorously promote the demonstration of new technology projects,strengthen the research and development of major strategic technologies,and improve the supporting policies at all stages of technology.
