    “十四五”初期京津冀、长三角和珠三角地区教育发展状况研究

    摘要

    基于京津冀、长三角和珠三角地区“十四五”初期教育事业发展实证分析发现,京津冀地区在人口素质基础、资源投入、财政性教育经费占比和高等教育质量与竞争力方面的优势较为显著,教育经费持续性增长乏力和域内差异性较大、阶梯结构显著则是比较突出的问题。长三角地区教育事业发展的相对优势体现在教育普及水平、师资质量和在地国际化水平三个方面,且域内教育发展均衡程度较高;薄弱环节存在于教育规模相对偏小、高等学校生均一般公共预算教育经费投入不足,难以支撑区域创新发展。珠三角地区的相对优势在于教育规模较大,公共财政对教育的投入力度不断增强,高等学校生均一般公共预算教育经费投入较高;短板普遍存在于人口素质基础、教育普及水平、资源投入、高等教育质量与竞争力和在地国际化水平等方面。未来京津冀地区应强化教育均衡协同发展战略,教育投入力度稳中求进;长三角地区应推进教育一体化发展战略,提升高等教育投入水平;珠三角地区应采用教育内涵式发展战略,依托港澳优质资源提升教育质量。

    Abstract

    Based on the empirical analysis of education development in the Beijing-Tianjin-Hebei region,the Yangtze River Delta and the Pearl River Delta at the beginning of the 14th Five-Year Plan,the Beijing-Tianjin-Hebei region is found to possess obvious advantages in population quality,resource investment scale,the proportion of financial funds,and the quality and competitiveness of higher education;however the weak sustained growth in education funds,the large differences and the hierarchic structure within the region present the prominent problems.The comparative advantages of education development in the Yangtze River Delta are reflected in three aspects:popularization level,teacher quality and internationalization level,and the balanced and high degree of education development.At the same time,it also suffers from the weak links as to the relatively low scale of education and insufficient investment in higher education students,which makes it difficult to support regional innovation and development.In the Pearl River Delta,the comparative advantages lie in the high scale of education,the increasing investment of public finance in education,and the high investment on college and university students;however,the shortcomings are found in the basic quality of population,education popularization level,resource investment,the low level in quality and competitiveness and internationalization.The Yangtze River Delta should promote the integrated education development strategy and improve the investment level in higher education;and it should adopt the connotative development strategy of education and rely on the high-quality resources from Hong Kong and Macao.
