本报告坚持问题导向、目标导向和需求导向,灵活运用多种研究方法和手段,在搜集整理文献、调研访谈座谈、测算比对数据的基础上,总结分析了“十三五”期间天津教育在党的领导全面加强、立德树人根本任务得到全面落实等10个方面的主要成效,梳理分析了教育资源建设存在较大缺口、产教融合机制有待进一步完善等5个方面的主要问题和短板弱项;坚持跳出教育看教育,从新一轮科技革命为教育发展带来新机遇、高质量发展对教育发展提出新任务等5个方面,分析了“十四五”时期天津教育改革发展面临的主要形势、机遇和挑战。本报告锚定顶层规划设计的重点领域和关键环节,结合国家和兄弟省市总体定位要求,特别是贴近天津经济社会发展需求和教育发展实际,分析了“十四五”时期天津教育改革发展的总体定位和战略目标,测算了支撑战略目标达成的9个主要发展指标,提出了包括全面落实立德树人根本任务、健全现代教育治理体系在内的9个方面的重点任务和路径举措,着力保障各项规划任务顺利完成。
<<This study bases itself on the problem-oriented,goal-oriented and demand-oriented research methods and means.On the premise of collecting and sorting out literature and relevant investigation,interviews and discussions,as well as calculation and comparison of data,this paper summarizes and analyzes the main education achievements of Tianjin in ten aspects,such as comprehensive strengthening of the Party’s leadership and the full implementation of the fundamental tasks of cultivating people of virtue during the 13th Five-Year Plan period,and sorts out and analyzes the main problems and shortcomings in five aspects,including the existence of a large gap in the construction of educational resources and further improvement in the integration mechanism of production and education.It insists on looking at education beyond education,and analyzes the main situation,opportunities and challenges faced by Tianjin in its education reform and development during the 14th Five-Year Plan period from five aspects:the new opportunities for education development brought about by the new-round scientific and technological revolution,and the new tasks of high-quality education development.It focuses on key areas and links in the top-level design,and by combining with the requirements for overall positioning of the country and other provinces & cities,in particular,it’s based closely on the needs of Tianjin for its economic and social development and the reality of educational development.It analyzes the overall orientation and strategic objectives of Tianjin in its educational reform and development during the 14th Five-Year Plan period,measures nine main development indicators of supporting the strategic goals,and puts forwards nine key tasks and measures,including the implementation of the fundamental tasks of cultivating people of virtue and the improvement of the modern educational governance system,so as to ensure the smooth completion of various planning objectives and tasks,accelerate the modernization of education,and provide satisfactory education service for the people.
