    “十四五”时期京津冀基础教育合作办学新形势与发展路径

    摘要

    “十三五”以来,京津冀三地教育领域积极开展了许多协同发展实践,在基础教育合作办学方面取得了一定的进展,表现为京津冀三地签订多项教育合作协议、开展重大教育项目合作、建立基础教育协同发展的合作机制、组成不同的教育联盟、支援河北新建和合作举办学校或共建学校、推进教育领域人才交流合作。随着三地协同发展的逐步深入,三地在整合优化教育资源、生成优质教育资源造血机制、打破三地教育资源管理属地壁垒、建立三地学校深度合作模式等方面的一些深层次的问题与难点开始显现。“十四五”时期,京津冀三地教育协同发展面临新形势。基础教育合作办学需要在新目标和新思路指引下进一步完善发展路径,需要在优化合作办学顶层设计、完善合作办学政策、开拓合作办学模式、开发合作资源等上下功夫。

    Abstract

    Since the 13th Five-Year plan,coordinated development practices have been actively carried out in the field of education cooperation in running schools in Beijing,Tianjin and Hebei;some progress has been made in basic education cooperation,which is manifested in the signing of a number of educational cooperation agreements among Beijing,Tianjin and Hebei,the cooperation of major educational projects,the establishment of a cooperation mechanism for the coordinated development of basic education,the formation of different educational alliances,the support for new and cooperative schools or joint schools in Hebei,and the exchange and cooperation of talents in the field of education.With the deepening of the coordinated development in the three places,some deep-seated problems and difficulties had begun to appear,such as integration and optimization of educational resources,generation of hematopoietic mechanisms of high-quality educational resources,breaking of territorial barriers of educational resources management,and the establishment of profound cooperation modes between schools in the three places.During the 14th Five-Year Plan period,the coordinated education development in Beijing,Tianjin and Hebei is faced with a new situation.Cooperation in running schools in basic education needs improvement of its development path under the guidance of new goals and new ideas,and efforts should be made to optimize the top-level design of cooperation in running schools,improve cooperation in running schools policies,open up cooperation in running schools models and develop cooperation resources.
