2014年以来,京津冀三地各级政府全面贯彻以疏解非首都功能为“牛鼻子”的京津冀协同发展战略,教育领域初显成效。“十三五”末期,首都教育功能疏解任务完成情况基本达到预期,首都教育的空间布局和社会服务能力逐步优化,首都“两翼”联动格局初步形成,各级各类教育事业合作持续深化,教育协同发展工作机制进一步完善。然而,京津冀区域内有一些重要节点城市的教育发展依然面临严峻挑战,教育软硬件差距依然很大,整体协同发展水平依然不高。面对“十四五”时期教育发展的新形势、新挑战,京津冀区域教育改革与发展的重点是要进一步稳定持续地疏解部分教育功能,推动支持“两翼”教育建设发展,明确新时代区域高质量教育体系的衡量标准,探索以信息技术为支撑的教育协同发展新模式,进一步完善教育协同发展保障机制。
<<Since 2014,the governments at all levels in Beijing,Tianjin and Hebei have fully implemented the coordinated development strategy of the region,which focuses on relieving the non-capital functions of Beijing.Initial results have been made in the field of education.By the end of the 13th Five-Year Plan period,the task of relieving the educational function of the capital had basically met the expectations,the spatial layout and social service capacity of its education had been gradually optimized,the linkage pattern featuring “Two Wings” had been initially formed,the cooperation of various educational undertakings at all levels in the Beijing-Tianjin-Hebei region had been deepened,and its working mechanism of coordinated development had been further improved.However,in this region,the education development in the important nodal cities was still faced with severe challenges,the gap among the three places in terms of educational software and hardware was still very large,and the overall coordinated development level was still not high enough.To cope with the new situation and challenges for educational development during the 14th Five-Year Plan period,the focus of education reform and development in the Beijing-Tianjin-Hebei region is to steadily and continuously relieve some educational functions,promote the education construction featuring “Two Wings,” clarify the measurement standards for the high-quality system in education in the new era,explore a new model of coordinated education development supported by information technology,and improve the construction of guarantee mechanisms for the coordinated education development in the region.
