Urban-rural integration is an important issue that restricts the development of Chongqing. To realize the development leap，we must realize the coordinated development of urban and rural areas. The rule of law will play an important role in this process，which is greatly related to the effective realization of urban and rural equal rights and the right to development. Based on the urban and rural development and legislative status of Chongqing，solve the problem of urban-rural integration in Chongqing，analyze the necessity of promoting urban-rural integration legislation in Chongqing，sort out China’s relevant legislation and policies，summarize the legislative experience of various provinces and cities in promoting urban-rural integration，then explore the legislative design of promoting urban-rural integration in Chongqing，and finally put forward the legislative proposal of “urban-rural integration”，To provide theoretical basis and support for solving the problem of urban-rural integration in Chongqing.
