This article from the perspective of risk sociology，the paper analyses such local legislation behavior and the connotation of the text，around the risk society in a city with districts the contradiction between the local legislation，combined with the practice of the paper，summarizes the response empirical strategy of risk society，namely，attaches great importance to the risk，prevention first，highlight the open principle，the shape the common action；At the same time，it puts forward the methods of further improvement，that is，enhancing the understanding of risk society，perfecting the construction of social governance community，supporting “public welfare” action.
