协同立法作为成渝地区双城经济圈建设这一国家战略的核心环节,需要在实践中不断总结经验、深入完善。川渝两省市在协同立法的过程中总结出人大立法全过程协同、多主体参与全方位协同、充分平等协商的有益经验。同时,两地也存在缺乏常态化协同机制、立法规划不够系统化、立法领域覆盖面较窄、法规的废改释工作还未实现协同等问题。针对上述问题,在成渝地区协同立法的过程中,可以借鉴国内其他区域立法协同的有益经验,立足于两地的实际情况,改善当前存在的问题,探索成渝地区双城经济圈协同立法的优化路径。
<<Coordinated legislation in the Chengdu-Chongqing economic circle is a core part of the national strategy to guarantee the construction of the Chengdu-Chongqing economic circle,which requires continuous experience and improvement in practice. In the process of coordinated legislation,Sichuan and Chongqing have summed up the useful experience of collaborating in the whole process of legislation by the Sichuan and Chongqing People’s Congress,collaborating in all aspects with the participation of multiple subjects,and fully negotiating on an equal footing. At the same time,there are also problems of lack of institutional design and normalized coordination mechanism specifically for collaborative legislation,lack of systematic legislative planning,narrow coverage of legislative fields,and lack of perfect legislative protection mechanism in both regions. In the process of collaborative legislation,it is possible to draw on the useful experience of legislative synergy in other regions in China,improve the current problems based on the actual situation of the two regions,and explore the optimal path of coordinated legislation in the Chengdu-Chongqing economic circle.
