Based on collection and compilation of the achievements in local legislation in 2021，this paper introduces eight economic zones，types of legislative matters and other elements，and includes in-depth analysis and research of the performance，hot issues and development trend of local legislative provinces and municipalities. After comprehensively showing the general situation of local legislation in China in 2021，it is concluded in this paper that the overall status of local legislation in China is positive，but the increase rate of data has decreased. The proportion of new legislation and revision of regulations is balanced，but new legislation has more potential for development. The legislation of provinces and cities has entered a balanced state，but the emphasis is different. The imbalance of legislative development in regions has intensified. Although the types of legislative items show a trend of multiple concentration，new hot issues of annual legislation have emerged.
