Hainan free trade port has established the strategic framework of “one base，three bases，four beams and eight pillars”. From June 2021 to May 2022，a total of 80 measures（including supporting measures）were introduced during the construction of Hainan free trade port. The basic characteristics of these measures s are as follows. Firstly，the institutional arrangement has changed from the policy of factors liberalization and facilitation to the industrial policy and guarantee system. Secondly，the integration system from the central government’s institutional design of Hainan free trade port to Hainan’s responsibilities as the executive body has been initially formed. Thirdly，the legislative process of Hainan free trade port has been accelerated. With the steady progress of the construction of Hainan free trade port，important achievements have been made in economic development. Firstly，foreign investment and foreign trade grew rapidly，and the level of opening in the export-oriented economy was significantly improved. Secondly，the effects of policy innovations have been manifested and aim of the high-quality development of the modern industrial system have been promoted. Thirdly，the agglomeration effect of key parks is prominent，and the radiation spillover capacity is further enhanced. The construction of Hainan free trade port should focus on t the whole island’s customs closure，liberalization and facilitation of factors and the corresponding guarantee system，and should take RCEP as an opportunity to accelerate the construction of the modern industrial system.
