In 2020，the outbreak of COVID-19 worldwide directly affected Vietnam. The double blow of COVID-19 and natural disasters caused the suspension of the operation of airlines，roads and railways in Vietnam and the overall negative growth of the transportation industry. Against the backdrop of the Vietnamese government’s “fighting the epidemic like fighting the enemy”，Vietnam has continuously strengthened the management and inspection of passengers and freight transportation，enhanced the transformation and construction of transportation infrastructure，and developed and established a nationwide logistics system，which has significantly improved traffic safety. In the field of communication and information，the epidemic has brought both difficulties and opportunities to the development of the industry. Vietnam’s information industry was developing rapidly，informatization application was strengthened，5G network grew rapidly，the national digital transformation plan was fully carried out，and network information security gained more attention.
