The number of visitors to Macau in 2019 reached a new record of 39.4062 million，an increase of 10.1% over the previous year. The increasing number of tourists has also put new pressure on the city. The survey results of “tourist tax” reflect the ambivalent attitude of Macau society towards the number of tourists and economic growth. Although the Hong Kong-Zhuhai-Macau Bridge and Taipa light rail have added new highlights to Macau’s tourism，the issue of sustainable development of Macau tourism and leisure industry has once again reminded people to re-think under the huge impact of “the Extradition Law Protest” of Hong Kong and the COVID-19 epidemic in early 2020. The narrow space and deep-seated problems such as excessive tourism，single tourist product，insufficient supply，few international tourists and excessive reliance on gambling remain unchanged，while the effect of regional cooperation in tourism and leisure industry seems not obvious. In such a situation of spatial and structural problems and the normalized trend of epidemic prevention，Macau should continue to strengthen epidemic prevention and control on the one hand，and apply for reopening the ports between Macau and inner cities step by step，which can help to speed up the tourism recovery on the other hand. In the long run，the relevant government departments and all sectors of society should think deeply about the huge impact of the sudden COVID-19 epidemic on Macau’s tourism and leisure industry，and actively explore major crisis management mechanism，upgrade the mode of industry development，enrich tourism products supply，accelerate the development of intelligent city，and through extended free port system，Macau will co-construct and share the world tourism leisure center with Hengqin，which can substantively promote regional tourism cooperation，expand development space，optimize industrial ecology and achieve sustainable development.
