Promoting the transformation and upgrading of the industrial system is an important task and key link in the high-level construction of modern Henan. Since 2022，Henan’s primary，secondary and tertiary industries have all stabilized and rebounded，the adjustment of industrial structure has made new progress，the economic efficiency of enterprises has been further improved，and new progress has been made in industrial transformation and upgrading. At the same time，it should be noted that compared with the developed provinces，the industrial structure of Henan still lags behind，whether it is industry，service industry or agriculture，the situation dominated by traditional industries has not fundamentally changed. In 2023，the industrial development of Henan is facing a complex and changeable domestic and foreign environment，which has both favorable conditions and unfavorable factors. The whole province should，in accordance with the requirements of the 20th CPC National Congress，constantly strengthen the policy guidance for industrial transformation，establish and improve the system and mechanism for industrial transformation and upgrading，promote the province’s industrial digital and intelligent transformation，and continue to promote the continuous optimization and upgrading of the business environment. We will promote industrial development to high quality in the new journey of building a modern Henan in an all-round way.
