国家义务教育质量监测结果为政府教育决策、区域教育管理、学校教育教学诊断和改进提供信息支撑,为社会公众提供教育质量信息,甚至作为对政府、学校的问责依据。经过多年的探索,国家和地方层面均对监测结果应用形成了一套行之有效的模式和实践经验。在国家层面上,主要表现为研究运用多层面的监测结果报告、聚焦监测结果反馈解读能力提升、探索相对成熟的结果应用模式以及成立国家义务教育质量监测结果应用实验区。在地方层面上,基于上述特征形成了一些本土化的成功应用案例和工作经验,诸如追踪溯源、精准施测,针对问题、综合发力,落实责任、明确目标、限时整改,评估督导、追责问责。最终,形成了从省、地市到区县的立体化监测结果应用格局。
<<The results of national compulsory education quality oversight provide information for government decision-making,regional management,school education diagnosis and improvement,provide education information for the public,and even serve as the basis of accountability for the government and schools. After years of experience,effective models and practices on the application of monitoring results have been developed at both the national and local levels. At the national level,the practices primarily include the research and application of multi-level oversight reports,the improvement of the ability to interpret the feedback of monitoring results,a relatively mature application model of results,and a national pilot area for the application of compulsory education quality monitoring results. At the local level,based on the above characteristics,localized cases have been created,such as,conducting precise measurement by tracing problems to the source,making comprehensive efforts to solve problems,doing time-limited rectification through clarifying responsibilities and goals,and holding to account through evaluation and inspection. Finally,a three-dimensional pattern to apply the monitoring results has been built across provinces,cities,and counties.
