督学是各级政府按照法定程序聘任的对下级教育行政部门及本辖区内的各级各类学校的教育教学工作进行监督、检查、指导和评价的工作人员,是教育督导工作的具体实施者。开展督学培训,是加强教育督导队伍建设的应有之义与必然选择。调查发现,当前各级政府把督学培训作为加强督导队伍建设的切入口,在培训机会、内容、方式等方面取得了一定成效,但仍然存在政府部门制度体系不完善,培训保障难以满足;督导机构重视程度不一,培训要求未能落实;培训机构缺乏需求调研,跟踪评估指导乏力;部分督学参训意愿不强,学习内驱力不足等问题。为进一步加强我国督学培训力度、广度、深度、精度和效度,还需要政府部门和督导机构做好系统谋划,落实培训要求;培训机构突出效果导向,确保培训质效;督学个人更新理念观念,提升学习内驱力。
<<Inspectors are those appointed by governments at all levels,with legal procedures,to oversee,inspect,guide and evaluate the performance of lower-level administrative departments and schools at all levels within their jurisdictions. Inspector training is a proper and inevitable choice to build a skilled workforce. The survey found that the governments at all levels took the inspector training as the entry point to develop the supervision team,and had made progress in training opportunities,contents and methods. However,a number of challenges remain,such as,inadequate institutional system and support mechanism,failure to implement requirements,lack of follow-up evaluation,and poor willingness to participate in training programs. To enhance the strength,breadth,depth,precision and effectiveness of inspector training,it is essential to strengthen the government’s responsibility for overall planning. In addition,training institutions should make efforts to ensure quality while the inspectors should increase intrinsic motivation to learn.
