对化石燃料的严重依赖,加剧了北极地区变暖速度,浮动式核动力平台能够适应北极地区恶劣的严寒气候条件,在解决能源短缺问题的同时,有助于北极地区尽快实现“净零排放”,在北极地区具有极大应用潜力。本文聚焦于核动力平台在俄罗斯、美国、加拿大、挪威四个北极国家的发展动向及北极理事会关于核动力平台治理的实践活动,并分析核动力平台所适用的国际法框架及规制现状。为应对北极地区核动力平台放射性风险持续上升的趋势,有必要加强域内外多层次合作,使核动力平台得到适当管理。
<<The heavy reliance on fossil fuels has aggravated the warming rate of the Arctic region. Floating nuclear power platforms can adapt to the harsh and cold climate conditions of the Arctic region,solve the energy shortage problem and help the Arctic region achieve “net zero emissions” as soon as possible,and have great potential for application in the Arctic region. This paper focuses on the development trends of nuclear power platforms in four Arctic countries,namely Russia,the United States,Canada and Norway,and the practical activities of the Arctic Council on the governance of nuclear power platforms,and analyzes the framework of international law and the current status of regulation applicable to nuclear power platforms. In order to cope with the continuous rising trend of radiological risks of nuclear power platforms in the Arctic,it is necessary to strengthen multi-level cooperation within and outside the region so that nuclear power platforms can be properly managed.
