Xuancheng，Anhui is an important hub city in Jianghuai areas with outstanding regional，resource，and transportation advantages. As a member of the Yangtze River Delta city cluster，Xuancheng is also one of the core cities of the G60 science innovation corridor. In recent years，Xuancheng has implemented the major strategic deployment of “Building powerful networks，Digital China，and a Smart Society” by the CPC Central Committee and the State Council，as well as the work deployment of “Digital Jianghuai” by the provincial Party Committee and the provincial government. The city has vigorously promoted the construction of “Digital Xuancheng”，which laid a solid foundation for the process of digital transformation and regional integration. In 2021，the data resources bureau cooperated with technology enterprises to construct the “Smart Xuancheng City Brain”，among which the big-data based application of “Strategy Cockpit” built five branch cockpits in terms of economic development and people’s wellbeing. The application aims at “an entire view through one screen，a comprehensive administration through single network” and constructs a data-driven strategy cockpit that is monitored，precautionary，analytical，and maneuverable. The application successfully assists municipal leaders to realize comprehensive and timely control of urban operation management，improves the foresight of urban operation risk warning，and improves the scientific decision-making level of government management. Xuancheng’s “Strategy Cockpit” is a practical case of big data assisted decision-making，which fully embodies the application of big data in full convergence，orderly governance，safety，openness，and deep mining. It has a guiding significance for assisting government decision-making，optimizing business environment，promoting urban operation and management，cultivating，and developing digital economy.
