“十三五”时期各级政府不断加强环境信息化改革创新,生态环境大数据建设作为其重点工作得以快速推进,在一定程度上解决了过去长期存在的环保数据及其业务系统“散、乱、弱”,难以支撑环境管理与决策的更高要求等突出的问题,为打赢打好污染防治攻坚战提供了有力支撑。本文系统梳理分析了我国生态环境大数据发展政策方向、定义与数据分类、建设标准编制情况;综述了建设发展阶段、建设框架与先进案例;从技术发展趋势、供给产业以及生态环境大数据建设所能发挥的作用等角度对今后的发展趋势进行了展望。“十四五”时期,生态环境大数据建设进入了新的发展阶段,对环境治理能力和治理体系现代化提出了更高的要求,构建智慧高效的生态环境大数据体系将有助于推动我国生态环境保护发生转折性、全局性变化。
<<Since the 13th Five-Year Plan period,intensive reform and innovation achieved in environmental informationization at all levels of government and accelerated the ecological and environmental big data construction as a key component which help to resolve long-standing issues like ‘scattered,chaotic,useless’ of environmental data and operation system,and failure in supporting senior requirement in environmental management and decision-making. This paper systematically clarified and analyzed the policy orientation,definition,data classification,and compilation of standards in China’s ecological and environmental big-data development. It also reviewed the development stage,construction framework and relevant advanced cases. The 14th Five-Year Plan period will be a new stage for the ecological and environmental big-data construction including higher requirements of the modernization of environmental governance capacity and system. The construction of intelligent and efficient ecological and environmental big data system will contribute to the transforming and overall change of China’s ecological environment protection. This paper provided an outlook for the development trend in technology development,supply industry and the contribution of ecological environment big data construction.
