2020年既是中欧建交45周年,也是新冠肺炎疫情肆虐全球的一年,新一届欧盟领导人刚履新就面临诸多政治经济和社会难题。围绕疫情防控、恢复经济、推进合作、消弭分歧和增加共识,中欧展开了一系列高端政治互动,签署《中欧地理标志协定》,如期完成《中欧全面投资协定》谈判,使双边关系提质升级,中欧贸易逆势增长。但在百年未有之大变局和新冠肺炎疫情的双重冲击下,中欧关系也出现一些变数,政治互信不足引发欧盟对中国的猜忌和指责。2021年上半年,因“认知差异”欧盟对华发起制裁,欧洲议会通过决议冻结《中欧全面投资协定》。如何增强中欧政治互信,确定下一个十年双边重大合作议程,有效管控好分歧,理性化解矛盾,应该是中欧高层共同关注的焦点话题。
<<The year of 2020 marked the 45th anniversary of the establishment of diplomatic relations between China and the EU,and witnessed COVID-19 pandemic raging across the two partners. The new EU leaders are faced with many political,economic and social problems soon after taking office. Focusing on pandemic prevention and control,economic recovery,promoting cooperation,eliminating disputes and increasing consensus,China and the EU launched a series of high-level political interactions,signed the China-EU Geographical Indications Agreement,and completed the negotiation of the EU-China Comprehensive Agreement on Investmenton schedule,which upgraded the quality of bilateral relations and led to the growth of China-EU trade volume. However,under the dual impact of the “Great Changes unseen in a Century” and the pandemic,uncertainties remain in China-EU relations,and the lack of political mutual trust leads to the EU’s suspicion and accusation against China. Looking forward to China-EU relations in 2021,how to enhance political mutual trust,agree on the major bilateral cooperation agenda for the next decade,effectively control disputes,and rationally resolve contradictions should be the focus of Chinese and European leaders.
