To implement the EU-China Strategic Outlook，the European Commission published its White Paper on Levelling the Playing Fields as Regards for Foreign Subsidies on June 2020，to launch public consultation for designing new instruments which aim to address subsidies that foreign authorities granted to undertakings operating，including acquisitions of EU undertakings，participating public procurement procedures and using the EU funding. The initiative is one of key actions to deal with current EU-China relations，which would address the existing regulatory gap on the ground of distortion caused by foreign subsidies within internal market on one hand，and manipulate the new tools，compounded with its trade defence instruments，to support the EU’s new industrial policy purpose，such as promoting European champion enterprises，on the other hand. The European Commission would take the space for using the right to regulate which the EU-Chinese Comprehensive Investment Agreement （CAI） might permit，in order to introducing unilateral autonomous measures to create a comprehensive regulatory system for protecting EU’s industries，which would exclude some Chinese investments away the EU market and pose negative impacts on the Chinese B&R Initiative.
