根据财政部PPP中心数据,2014年4月至2022年4月,PPP入库项目达到10304个,投资额达16。4万亿元。PPP迈上了一个新台阶,但从大体量项目发展为高质量PPP项目,充分发挥其潜在的经济和社会效益仍迫在眉睫。PPP高质量发展的核心抓手为有效的绩效管理,实现PPP项目绩效管理与财政预算绩效管理深度融合,对于财政预算管理全面深化落实、公共服务提质增效、项目全生命周期强化管理等方面意义非凡。为探寻两者深度融合的可行路径和机制,本报告从PPP项目绩效管理与财政预算绩效管理的发展历程出发,阐述两者融合的必要性,深入剖析其在衔接和融合上的不一致性等难点痛点,提出进行零基预算改革、构建全链条预算绩效管理闭环系统、运用预算编制方法优化PPP项目财务承受能力评价、精细化编制PPP合同条款等可行路径和机制,以期实现PPP项目规范且高质量发展。
<<According to the PPP Unit of the Ministry of Finance,from April 2014 to April 2022,there were 10304 PPP warehousing projects,with an investment of 16.4 trillion yuan. PPP has reached a new level,but how to develop from a large-scale project to a high-quality PPP project and how to give full play to its potential economic and social benefits is extremely urgent. The core of high-quality development of PPP is effective performance management. To achieve the integration of PPP project performance management and financial budget performance management is of great significance in comprehensively deepening the implementation of financial budget management,improving quality and efficiency of public services,and strengthening management throughout the project whole-of-life cycle. In order to explore a feasible path and mechanism to solve the deep integration of the two,this paper starts from the development history of PPP project performance management and financial budget performance management,expounds the necessity of integration of the two,deeply analyzes the difficulties and pain points such as inconsistency in connection and integration,and puts forward feasible paths and mechanisms such as zero-based budgeting reform,building a full-chain budget performance management closed-loop system,using budgeting methods to optimize the evaluation of financial affordability of PPP projects,and refining PPP contract terms,so as to achieve the standardized and high-quality development of PPP projects.
