当前,我国基础设施领域REITs正处于试点先行、稳步扩容的发展期,随着我国新型城镇化的步伐不断加快,基础设施投资需求也随之增加,PPP作为近年来发展基础设施的主要形式也得以迅速发展。本报告梳理REITs概念、基本情况、发展历程和现状,基础设施领域REITs政策法规、准入标准及监管要求,并在此基础上对“PPP+REITs”的创新路径进行研究,从可行性和必要性、基础资产选择、交易结构和实践案例等不同维度进行分析,思考存在的问题,进而提出优化交易程序、完善税收政策、健全定价机制和做好信息披露等相关建议,具有重要的现实意义。
<<Chinese infrastructure REITs are in the pilot ahead of the steady expansion of the development period,with the pace of new urbanization in our country is accelerating,the demand for infrastructure investment also increases,the PPP as the main form of infrastructure in recent years has also developed rapidly. This paper reviews the concept,basic information,development history and current situation of REITs,policies and regulations,access standards and regulatory requirements of REITs in the field of infrastructure. On this basis,it studies the innovation path of PPP-REITS,analyzes the existing problems from different dimensions such as feasibility and necessity,selection of basic assets,transaction structure and practical cases,and then puts forward relevant suggestions such as optimizing transaction procedures,perfecting tax policies,perfecting pricing mechanism and doing a good job in information disclosure,which has important practical significance.
