At present，projects in the field of ecological and environmental protection are the top priority of local governments，and what model to adopt to break the situation is a headache for local governments. This paper firstly summarizes the difficulties of financing，payment，and coordination of all elements in the implementation of PPP projects in the field of ecological environmental protection by sorting out the PPP model policy in the field of ecological environmental protection and the basic situation of the implementation of PPP projects across the country. The situation of the project，summed up the difficulties of integrated development in the current implementation of the EOD model，the difficulty of feeding back the industrial income，and the difficulty of feeding back the incremental fiscal revenue. PPP project financing cash flow “blessing”，the overall implementation of the PPP model of the EOD project package to increase financial income compliance，and the PPP model to subsidize the neutron sub-projects of the EOD project，the policy outlook and related thinking of platform companies to become stronger.
