The resource is the basic element of human’s survival and development. It is an important project for the new infrastructure to figure out how to make use of new information，the Internet，big data，5G，artificial intelligence and other new technologies to protect good resources，arrange scientific and reasonable configuration resources，realize the harmonious coexistence between human and nature and promote the sustainable development in high quality. From the aspects of economics and investment，this paper proposes “resource-oriented area development”（ROD）to study the differences and connections between this model and other development and operation models such as TOD and EOD，which aim is to explore the top-level design，integration and application of “ROD+PPP” model in new infrastructure，the combination of resource-oriented and industrial integration，construction of investment and the cooperation model between government and social capital，under the current background. The goal of this research is to promote the efficiency of “ROD+PPP” model so as to make it play a role in the future development in finance construction.
