After the carbon peak and carbon neutrality goals are proposed，the development and reform of PPP model will also comply with the requirements of the carbon peak and carbon neutrality goals，and find a better implementation mode that fits the goals. Based on the process of PPP project identification and decision-making，scheme formulation and project implementation，combined with the experience of previous PPP project implementation and practical project cases，this report analyzes the innovative ideas that will occur in PPP mode under the carbon peak and carbon neutrality goals，and focuses on the green output，green financing，green implementation methods and other issues of PPP projects. Some suggestions are put forward，such as incorporating carbon peak and carbon neutrality goals into project planning as early as possible，paying more attention to ESG targets in the performance evaluation of PPP projects，and balancing the benefits of PPP projects through environmental rights transactions.
