本报告对重大工程建设PPP项目的内涵做出阐述,总结了PPP在“两新一重”项目中的应用现状,结合“十四五”规划,对交通运输、市政工程、水利建设等行业的最新政策和发展趋势进行了解读,以国家速滑馆、杭绍台高铁和“PPP+TOD”项目市郊铁路壁铜线为案例,对其融资结构及示范性进行了全方位解析。PPP模式在重大工程建设领域的应用已取得重要理论和实践成果;重大工程建设PPP项目全生命周期建设运营存在采用PPP模式可行性适宜性论证和方案比选、社会资本方遴选、全生命周期风险识别和分担框架、安全应急和监督绩效管理、中期评估和再谈判、项目移交和后评价等重点难点问题。应强化PPP项目“百年大计”和“全生命周期”理念,交通运输、水利建设等重大工程建设领域应超前规划,集约资源,预留远期发展条件,研究实践“PPP+XOD”融合发展。
<<This report explains the connotation of PPP projects for major engineering construction,and summarises the application of PPP in new infrastructure and new urbanization initiatives and major projects. Combined with the 14th Five-Year Plan,the report interprets the latest policies and development trends in the fields of transportation,municipal engineering and water conservancy construction,and uses the National Speed Skating Oval,Hangzhou-Taizhou High-speed Railway,and Bishan-Tongliang Suburban Railway(PPP+TOD project)as case studies to illustrate the financing structure and demonstration role of the major projects. Our research concludes that:the application of PPP model in major engineering construction has achieved remarkable theoretical and practical outcomes;the whole life cycle construction and operation of major PPP projects includes the feasibility and suitability demonstration and scheme comparison of the PPP model,the selection of social capital parties,the whole life cycle risk identification and sharing framework,safety emergency and supervision performance management,mid-term evaluation and renegotiation,project Key and difficult issues such as handover and post-evaluation;Strengthen the philosophy of “centennial plan” and “whole life cycle” of PPP projects,undertake advance planning,pool resources and reserve long-term development conditions in major engineering construction fields such as transportation and water conservancy construction,and study and practice the integrated development of “PPP+XOD”.
