This report addresses the issues of the difficulties in project investment and financing，the failures to fully uncover the potential of private capital，the shortcomings of the financing environment and the lacks of business model innovation in the PPP industry in 2021. It proposes a set of comprehensive measures，such as optimizing the PPP financing functions，enhancing the ability to match the PPP development financial service，improving the influences and contributions of the private enterprises，implementing transparency standards in the PPP operation macro-environment，integrating EOD，TOD，SOD and the model of “collaborative innovation PPP financing and the whole process engineering consulting”，to strongly promote the PPP full and high quality development.
