建设国际科技创新中心，是我国建设科技强国的关键战略支点。北京市因其具备丰富优质的高等教育院校、科研院所和国家高新技术企业等资源优势，形成了我国科技基础最深厚、科技资源最丰富、技术创新主体最活跃的地区之一，这也说明北京具备发展创新研究和未来产业的深厚基础。除了科研能力与创新能力等硬实力之外，科学普及也是当前北京市实现科技创新、完成科创转型、形成崇尚科学社会环境的必要条件。科学普及工作的质量直接影响国际科技创新中心的发展，这就需要科学工作者在宣传科学技术过程中由以科学知识传递为引导的V1。0模型，向以思维或科学方式、科学精神为导向的V2。0模型转化。科技创新不仅是全体科学工作者一起奋斗的过程和成果，更是整个社会思想活力的系统喷薄与绽放。因而，弘扬科学家精神是科技发展不断进步与持续创新的重要精神支撑。在建设北京国际科创中心的过程中，中国科学院积极传承和发扬科学家精神，将其外化为科技发展能力的工作实践，以实际行动阐释科学家精神在新时代的内涵与实质，打造传播科学家精神的响亮名片，为北京国际科创中心奠定坚实基础。
