随着全球气候治理进程加速,实现碳达峰碳中和成为全球气候行动的核心。2021年我国提出了2030年实现碳达峰、2060年实现碳中和的总体目标。在此基础上,上海提出了2025年实现碳达峰、2035年碳排放量比峰值下降5%的目标。近年来,上海颁布实施了一系列财税政策,在农业、工业转型升级、交通建筑等领域降低能源消耗方面投入巨量财政资金并取得了显著成效。“十四五”期间,上海在产业升级、城市再造、发展航运和贸易中心等领域面临较大能源消耗和碳排放强度,需要更大规模的财政专项资金投入,这给上海财政安排带来较大挑战。为此,需要进一步整合已有财税支持低碳的有关信息,聚焦重点领域,提高财政资金使用效能,推动上海实现碳达峰碳中和目标。
<<With the acceleration of the global climate governance process,carbon peak and carbon neutrality has become the core of global climate action. In 2021,China proposed the overall goal of achieving carbon peak by 2030 and carbon neutrality by 2060. On this Basis,Shanghai proposed that the carbon peak will be achieved by 2025,and the carbon emission volume in 2035 decreases by 5% than the peal value. In recent years,Shanghai has promulgated and implemented a series of fiscal and taxation policies,invested huge amounts of fiscal funds in reducing energy consumption in agriculture,industrial transformation and upgrading,transportation and construction,and achieved remarkable results. During the 14th Five-Year Plan period,Shanghai faces large energy consumption and carbon emission intensity in industrial upgrading,urban reconstruction,development of shipping and trade centers,which required a larger scale of financial special funds. These have brought challenges to Shanghai fiscal budget. To this end,it is necessary to further integrate the relevant information of the existing fiscal and tax policies,focus on key areas,improve the efficiency of the use of financial funds,and promote Shanghai to achieve carbon peak and carbon neutrality.
